Vegetarian shepherds pie with champ topping

1 red onion chopped
3 carrots sliced
2 sticks celery finely chopped
200g (7oz) swede peeled and finely diced
1 tbsp plain flour
150ml (¼ pint) homemade or reduced-salt vegetable stock
150ml (¼ pint) red wine
400g (14oz) can chopped tomatoes in rich natural juice
1 tsp each dried thyme and dried oregano
Freshly ground black pepper to taste
400g (14oz) can green lentils drained and rinsed
900g (2lb) floury potatoes washed (leave peel on) and cut into small chunks
3–4 spring onions chopped
3–4 tbsp skimmed or semi skimmed milk
